If the General Assembly, within twenty-one days after receipt of the written declaration or, if the General Assembly is not in session, within twenty-one days after the General Assembly is required to assemble, determines by two-thirds vote of each house that the governor is unable to exercise the powers and discharge the duties of his office. Section 1. All ballots cast in elections for electors of president and vice-president of the United States, representatives in congress of the United States, general officers of the state, and members of the general assembly, and all ballots upon any proposed amendment to the constitution of the state submitted to the electors for approval, after the first day of June, in the year eighteen.
